Menstruation seems like a crappy raw deal for women, so I support anything to make that less of an ordeal for them.
However, as the article notes, it seems like existing TENS devices already do what this new device claims to do and existing devices are quite a bit cheaper. Though, this new device is probably better looking than what you can already buy…and that's not nothing.
This new device claims to be the “off switch for menstrual pain.” And it might actually work.
Using oral contraceptives or over-the-counter pain relievers for period pain? There’s a third option.

On this show, overweight individuals drastically cut calories and do intense exercise. Turns out that this is an effective way to lose weight short term, but you will gain a significant amount of the weight back (some even end up weighing more), and you will have changed your basal metabolic rate such that it's much harder to lose weight in the future.
